China issues principles for reviewing environmental impact assessment reports for IC, lithium-ion battery manufacturing, etc

On Dec. 5, 2023, China’s Ministry of Ecology and Environment issued principles for the review and approval of environmental impact assessment (EIA) reports for facility construction in the following industries:

  • Integrated circuit (IC) manufacturing
  • Manufacturing of lithium-ion batteries and related battery materials
  • Electrolytic aluminum production
  • Cement manufacturing

 

The principles set out specific requirements for site selection, pollution prevention, etc. in facility construction in these industries. The principles for IC manufacturing require entities under special soil contamination oversight1 that discharge PFOA and other “new pollutants2 to prepare an environment monitoring plan.
