Vietnam establishes technical standards for fire safety in buildings, including factories and warehouses

On May 19, 2021, the Ministry of Construction of Vietnam released the Circular No. 02/2021/TT-BXD Promulgating the National Technical Regulation QCVN 06:2021/BXD on Fire Safety for Building and Constructions. This technical regulation specifies the general requirements for fire safety of buildings, rooms and construction works (hereinafter referred to as “the buildings”) and applies to all works including new construction, remodeling, repair and functional changes. It also prescribes the technical classification of buildings, rooms, construction components, construction materials and other fire-related items. The Circular No. 02/2021/TT-BXD came into effect on July 5, 2021, and accordingly, the previous National Technical Regulation QCVN 06:2020/BXD on Fire Safety for Building and Constructions became invalid.

Buildings for manufacturing products and goods are defined as “industrial buildings” that are classified into F5.1 (manufacturing facilities) or F5.2 (warehouses) in accordance with Section 2 of this Technical Standard (see table below, further details are given in Schedule 6 under Section 2). These buildings must comply with the provisions specified in A.1 of Annex A of this Technical Regulation. In addition, manufacturing facilities and warehouses are grouped into ranks A to E based on the characteristics of fire and explosion as specified in Annex C.

Buildings, construction works and rooms for manufacturing or warehousing

Characteristics

F5.1 Buildings, construction works and rooms for manufacturing; experimental facilities; and repair and maintenance facilities for automobiles, motorcycles, etc. A certain number of workers are working 24 hours a day.

*However, parking areas that do not have repair functions for automobiles, motorcycles, and bicycles are excluded.

F5.2 Buildings and rooms for warehousing; main warehouses; database centers for specialized fields; warehouses for flammable goods; or warehouses for non-flammable goods using flammable packaging materials.

If there are requirements in any technical material regarding firefighting of buildings that are different from technical provisions of this technical regulation, basically the provisions of this technical regulation shall prevail.

Construction design documents related to fire safety and firefighting approved by the competent authority before the effective date of this technical regulation may be implemented according to the approved design. On the other hand, construction design documents that are approved after the effective date of this technical regulation shall be compliant with this technical regulation.
