South Korea’s MOE publishes draft amendment to law on labeling the recycled raw material content of plastic containers and packaging

On November 7, 2023, the Ministry of Environment of South Korea announced that it has formulated draft amendments to the Enforcement Order and Enforcement Rules of the Act on the Promotion of Saving and Recycling of Resources to give detailed rules on use of recycled raw materials including definitions of terms, labelling and relevant thresholds, in view of the Recycled Raw Material Use Ratio Labeling Program to be enforced from March 29, 2024.

 

In January 2023, the Ministry announced that it would mandate for plastic manufacturers to use recycled raw materials in a phased manner, as a "de-plastic measure.” According to the announcement, the mandatory use ratio will be 3% in 2023 and 30% by 2030. The Ministry also announced that as part of the de-plastic measures, the Recycled Raw Material Use Ratio Labeling Program will also be implemented from March 29, 2024.
