Singapore promulgates two laws to strengthen energy-saving regulations for electrical products from 2024

On November 3, 2023, two laws were promulgated in Singapore to strengthen energy-saving regulations for electrical products from 2024. Portable air conditioners and T5LFL/LEDs have been added to the regulation, and MEPS have been newly set or strengthened. In addition, the lighting energy label design, the adjusted volume for refrigerators, the energy efficiency rating, and the test standard have also been newly set or revised. However, a one-year transition period is also specified.

Addition of regulated products

The following new products will be subject to regulation from April 1, 2024.

  • Portable air conditioners (single phase, integrated, single duct, cooling capacity 12 kW or less)
  • T5 (diameter 16mm) linear fluorescent lamps without integrated ballast (LFL)
  • Linear LED lamps (diameter 16mm or 26mm) except those designed for direct replacement of T8 (diameter 26mm) LFL

 

Setting and enhancement of MEPS

From April 1, 2024, MEPS will be newly set or enhanced as follows.

Change to the design of the lighting energy label

The design of the energy label for lighting will be changed as follows:

Old label (until March 31, 2024) New label (from April 1, 2024)

 

However, for the above-mentioned addition of regulated products, the setting and enhancement of MEPs, and the change of the design of the energy label of the lighting, the previous provisions will apply until March 31, 2025 if the product falls under the following (new requirements will be exempted).

  • Imported into Singapore or manufactured in Singapore before April 1, 2024
  • Imported into Singapore after 1 April 2024 or manufactured in Singapore and supplied under a contract entered into before 1 April 2024

 

Changes to the adjusted volume for refrigerators

With regard to the adjusted volume of the refrigerator, from January 1, 2024, the new definition of storage compartment types and the adjusted volume coefficient will be applied. However, if the product falls under the following, the previous provisions will apply until December 31, 2024 (new requirements will be exempted).

  • Imported into Singapore or manufactured in Singapore before January 1, 2024
  • Imported into Singapore after 1 January 2024 or manufactured in Singapore and supplied under a contract entered into before 1 January 2024

 

In addition, the energy efficiency ratings and test standards have also been newly set or revised, so it is recommended to confirm these items.
