Cambodia Cambodia amends Sub-Decree on Classification and Labeling of Chemicals

The government of Cambodia established the “Sub-Decree No. 19 ANKr/BK regarding revision of article 7, 12, 13, 14, Annex 2, Annex 3 and, Annex 4 of the Sub-Decree No. 180 ANKr/BK dated October 20, 2009, on Classification and Labeling of Chemicals” on February 22, 2021. As its title mentions, the Sub-Decree No. 19 ANKr/BK amends the Sub-Decree No. 180 ANKr/BK in 2009.

The major areas of revision are as follows;

  • More details and clarifications were given in Annex 2 regarding classification, Annex 3 regarding GHS Symbol, and Annex 4 regarding Safety Data Sheet (SDS).
  • Minister of Environment is empowered to issue Ministerial Regulation to revise Annex 2, 3, and 4.

GHS Implementation in Cambodia

Cambodia has implemented GHS since 2009 by means of the above-mentioned Sub-Decree No. 180 ANKr/BK. Chemical substances, products, and consumer products entering the stream of commerce in Cambodia shall have labels in Khmer, hazardous information (Annex 2 (1), (2), & (3)), and safety information (Annex 4) and be in compliance with measures and regulations issued by relevant ministries/authorities in accordance with Globally Harmonized System of Classification and Labeling of Chemicals.
