Cambodia amends Sub-Decree on Water Pollution Control 
The government of Cambodia established the “Sub-Decree No. 103 ANKr/BK regarding amendment of article 4, 9, 11, 12, 17, Annex 2, Annex 3, Annex 4 and, Annex 5 of the Sub-Decree No. 27 ANKr/BK dated April 6, 1999 on Water Pollution Control” on June 29, 2021. As its title mentions, the Sub-Decree No. 103 ANKr/BK amends the Sub-Decree No. 27 ANKr/BK established in 1999.
Effluent standard
The Sub-Decree specifies a new general effluent standard. A different standard is set for discharge to;
- Category 1 Water Body (closed water environment)
- Category 2 Water Body (non-stagnant open water body)
- Piping network connected to the central wastewater treatment plant.

Wastewater discharge license
Water pollution sources are classified into 3 types with conditions as follows;
| Type 1: | A wastewater discharge license shall be obtained from the Ministry of Environment if the premise generates wastewater (excluding cooling water) more than 40 cubic meters per day. | Production of cloth, rubber products (except tire), ceramics, cement, furniture and etc. |
| Type 2: | A wastewater discharge license shall be obtained from the Ministry of Environment if the premise generates wastewater (excluding cooling water) more than 20 cubic meters per day. | Hospitals, livestock farms, distilleries, production of food products, textile products, pulp and paper and etc. |
| Type: 3 | A wastewater discharge license shall be obtained from the Ministry of Environment regardless of the amount of wastewater. | Mining, production of chemical products, metal products, machinery, automobiles and parts, waste management, power plants and etc. |
