Korea issues draft amendment to Designation of, and Safety and Labeling Standards for, Consumer Chemical Products Subject to Safety Verification

On July 20, 2022, South Korea’s Ministry of Environment announced a draft amendment to the Designation of, and Safety and Labeling Standards for, Consumer Chemical Products Subject to Safety Verification and solicited opinions until August 9, 2022. The proposed amendment adds four new products, “finish agents, curing agents, curing accelerators, and cleaning and polishing agents for sporting goods” to the list of consumer chemical products subject to safety verification, and establishes safety and labeling standards for existing consumer chemical products subject to safety verification when used for specific applications such as “filter cleaners and disinfectors, paint removers, luster coating agents for metal jewelry, and coating agents for softening leather.” Other amendments to safety regulations are also proposed for containers and packaging. The proposed amendment was also notified to the WTO-TBT on July 19, 2022.

 

New addition of consumer chemical products subject to safety verification

The four products, “finish agents, curing agents, curing accelerators, and cleaning and polishing agents for sporting goods,” will be designated as consumer chemical products subject to safety verification, and safety and labeling standards will be established. The safety and labeling standards will apply to products manufactured or imported on or after January 1, 2024. As an example, for finish agents, the safety standards stipulate the following content standards for substances contained in products.
