South Korean Ministry of Environment to exempt chemicals produced by recycling waste from registration requirements if certain conditions are met

On November 3, 2023, the Ministry of Environment (MOE) of South Korea issued two public notices proposing to amend the Enforcement Order and the Enforcement Rules of the Act on Registration, Evaluation, etc. of Chemicals (hereinafter "K-REACH").

Currently, K-REACH requires the registration of chemical substances even if it is a "chemical substance produced by recycling waste." The main change of the proposed amendment to the Enforcement Order is that a chemical substance produced by recycling waste would be exempted from registration if it is the same substance that has already been registered by other businesses.
