On April 18, 2023, the Ministry of Trade, Industry and Energy of South Korea announced the revision and promulgation of the Presidential Decree and enforcement rules on the Act on the Control of Manufacture of Specific Substances for the Protection of the Ozone Layer in order to fulfill the obligation of the country in response to the Kigali Amendment to the Montreal Protocol. The Kigali Amendment has mandated member countries to phase out HFCs (hydrofluorocarbons). The gist of the revised version of the law is that it specifies HFCs, a cause of global warming, as Class 2 specific substances and stipulates how to calculate contributions to be paid on the manufacture and import of each specific substance. The amendments can be summarized as below:
