Amended Noise Emission Standard for New and In-Use Vehicles in Singapore

Singapore promulgated the “Environmental Protection and Management (Vehicular Emissions) (Amendment) Regulations 2022” on March 31, 2022. The regulations came into effect on April 1. These Regulations amend the noise emission standard for new vehicles and vehicles in use. All vehicles registered in Singapore after April 1, 2022 must comply with the amended Noise Emission Standards in the Fourth Schedule.

Amendment of noise emission standard for new vehicles

All vehicles registered in Singapore after April 1, 2022 must comply with the noise levels specified in the column 2 of the Fourth Schedule to the regulations, or the noise emission standard specified in column 3. With this revision, (a) of the conventional vehicle classification in the Fourth Schedule and its noise level have been amended as follows. In addition, the noise emission standard specified in column 3 was expanded from two to five for all classifications.

Amendment of noise emission standard for vehicles in use

Vehicles in use with a registered permit prior to July 1, 1999 must comply with the noise emission standard specified in the Seventh Schedule, and all other vehicles in use must comply with the noise emission standard specified in the Sixth Schedule. With this amendment, the Sixth Schedule and the Seventh Schedule have been amended as follows.

  • The higher of the previous value or the reference value* +5 is applied to the noise level of each vehicle classification.
  • A new noise emission standard has been established for vehicles that have undergone major modifications as referred to in Section 12B (2) of the Road Traffic (Automobiles, Registration and Licensing) Regulations, which involve modifications or changes to the exhaust system.

 

*The quiescent noise level stated in the document approved by the Registrar of Vehicles for the purpose of granting a lot type-approval, type-approval or modified type-approval under Section 3D of the Road Traffic (Motor Vehicles, Registration and Licensing) Regulations
