On September 14, 2020, several legislations related to firefighting were promulgated in Singapore. Among them, the following two are related to chemical substances management.

The former regulation amends certain parts of the Fire Services (Petroleum and Flammable Materials) Regulations, 2008, which are a comprehensive regulations for the management of flammable materials, providing for the licensing of various activities related to combustible materials (transportation, storage, import, pipelines, etc.), methods of transportation and packaging during import, methods of storage of combustible materials, sale of combustible materials, transportation of combustible materials, warning signs, and emergency response plans. The list of regulated flammables is specified in Appendix 4, which covers a total of 366 substances. The list has been partially amended by the 2020 amendment.
The latter regulation, on the other hand, amends a part of the Fire Services (Petroleum and Flammable Materials – Exemptions) Order, 2008. If the weight is less than the specified weight under this order, it is exempted from obtaining various licenses. The 2020 Order amends the “SECOND SCHEDULE: QUANTITIES OF FLAMMABLE MATERIAL NOT REQUIRING STORAGE LICENCE”.
