Singapore promulgates law amending lists of regulated substances for cosmetic products

On October 25, 2023, the Health Products (Cosmetic Products — ASEAN Cosmetic Directive) (Amendment No. 2) Regulations 2023 (hereinafter the "Amendment") were promulgated in Singapore and came into effect on November 1, 2023. The Amendment has partially amended the Health Products (Cosmetic Products — ASEAN Cosmetic Directive) Regulations 2007 (hereinafter the "Regulations"), which are the domestic law of the ASEAN Cosmetic Directive (ACD), to amend Part I, Part II, and Part IV of the Third Schedule to define the lists of regulated substances.
