South Korea to amend rules on compliance inspections of Chemical Accident Prevention and Management Plans

On April 28, 2026, the National Institute of Chemical Safety (NICS) operating under South Korea’s Ministry of Climate, Energy and Environment issued NICS Public Notice No. 2026-40, announcing proposed amendments to the Regulations on the Implementation, etc., of Chemical Accident Prevention and Management Plans. The proposed amendments are intended to address deficiencies identified in the operation of the current compliance inspection (audit) system, particularly in the annually conducted “document-based inspections,” and thereby enhance the effectiveness and consistency of regulatory enforcement.
