Malaysia releases Environmental Mainstreaming Directive as scheme for voluntary environmental compliance

On May 1, 2019, Malaysia released the Environmental Mainstreaming Directive, which aims to increase voluntary compliance by companies in the environmental field. This will help establish specific measures to implement the Guided Self-Regulation (GSR), a program long advocated by the Malaysian Department of Environment (DOE).

The 7 Environment Mainstreaming Tools (EMT) specified in this directive consist of the following:

  • Environmental Policy (EP)
  • Environmental Budgeting (EB)
  • Environmental Monitoring Committee (EMC)
  • Environmental Facility (EF)
  • Environmental Competency (EC)
  • Environmental Reporting and Communication (ERC)
  • Environmental Transparency (ET)

Although GSR is currently voluntary, attention should be paid as the proposed amendment to Environmental Quality Act is expected to include GSR as well.  Furthermore, there are already companies that have implemented EMT.
