On July 15, 2026, South Korea’s Ministry of Climate, Energy and Environment (MCEE) announced proposed partial amendments to the Enforcement Decree and Enforcement Rules of the Clean Air Conservation Act. The proposals would add medium- and heavy-duty commercial vehicles to the motor vehicles subject to mandatory compliance with the permissible levels of greenhouse gas (GHG) emissions and establish a method for calculating penalty surcharges for noncompliance. They would also prescribe reporting procedures for manufacturers of covered motor vehicles and establish an exception to the redemption period for excess GHG emissions. Public comments on both proposals will be accepted from July 15 through September 14, 2026.
