South Korea announces draft amendment to the energy use rationalization act to support heat pumps

On November 10, 2025, the Environment and Labor Committee of the National Assembly of South Korea released a draft amendment to the Energy Use Rationalization Act, which governs Korea’s energy efficiency regulations. According to the Committee, heat pumps are highly efficient energy systems with energy efficiency levels approximately three to five times higher than those of conventional combustion-based boilers and similar equipment. As such, heat pumps are evaluated as a core technology capable of significantly contributing to greenhouse gas reduction and energy savings in the building and industrial sectors.
